Dhaka North City Corporation

Dhaka North City Corporation (DNCC) is a pivotal administrative body responsible for managing and delivering civic services in the northern region of Dhaka, the capital city of Bangladesh. Established in 2011, DNCC has played a significant role in urban governance, infrastructure development, and public service delivery.

Historical Background**

The roots of urban governance in Dhaka trace back to the establishment of the Dhaka Municipality on August 1, 1864. Prior to this, a Committee of Improvement was formed in 1823 to oversee the city’s development. Over time, the municipality evolved, and by 1983, it was transformed into the Dhaka Municipal Corporation to accommodate the city’s rapid growth. Recognizing the need for more efficient administration, the government passed the Local Government (City Corporation) Amendment Bill in 2011, leading to the bifurcation of the former Dhaka City Corporation into two separate entities: Dhaka North City Corporation and Dhaka South City Corporation.

Administrative Structure**

DNCC operates under the provisions of the City Corporation Act, 2009. The corporation is headed by a Mayor, who is elected by popular vote every five years. The Mayor is supported by 72 councillors representing various wards within the corporation’s jurisdiction. The administrative headquarters of DNCC is located at Nagar Bhaban in Gulshan, Dhaka.

Jurisdiction and Demographics**

DNCC’s jurisdiction encompasses 54 wards, covering an area of approximately 197 square kilometers. As of 2022, the population under DNCC’s administration was estimated at 5,990,723, resulting in a population density of about 30,531 individuals per square kilometer. The religious composition is predominantly Muslim (95.99%), followed by Hinduism (3.09%), Christianity (0.75%), and others (0.17%).

Expansion and Development**

On May 9, 2016, the government approved the expansion of DNCC’s jurisdiction to include eight additional unions: Beraid, Badda, Vatara (or Bhatara), Satarkul, Harirampur, Uttarkhan, Dakshinkhan, and Dumni. This expansion aimed to bring more areas under structured urban governance and facilitate better service delivery.

Leadership and Mayoral History**

Since its inception, DNCC has seen several individuals in the mayoral position:

– **Annisul Huq (2015–2017):** Elected in April 2015, Huq was the first mayor of DNCC. He served until his untimely death in November 2017.

– **Osman Goni (2017–2018):** Served as acting mayor following Huq’s death.

– **Md. Jamal Mostafa (2018–2019):** Assumed the role of acting mayor until the next election.

– **Atiqul Islam (2019–2024):** Elected in a by-election in February 2019 and re-elected in 2020, Islam served until August 2024.

– **Mohammad Mahmudul Hasan (2024):** Appointed as administrator in August 2024.

– **Mohammad Ejaz (2025–Present):** Appointed as the current administrator in February 2025.

Challenges and Future Prospects

DNCC faces several challenges, including rapid urbanization, traffic congestion, waste management, and environmental degradation. To address these issues, the corporation plans to:

– **Enhance Infrastructure:** Invest in road networks, drainage systems, and public facilities.

– **Promote Sustainable Practices:** Implement eco-friendly initiatives and green spaces.

– **Improve Public Services:** Streamline service delivery through digitalization and capacity building.

Engagement with Citizens

Dhaka North City Corporation (DNCC) recognizes the importance of citizen participation in shaping an efficient and responsive urban governance system. To foster active engagement, the corporation has implemented several strategies:

– **Grievance Redressal Mechanism**: DNCC allows residents to submit complaints related to municipal services through its website and mobile apps. These include reports on uncollected garbage, broken roads, illegal constructions, and public safety issues.

– **Town Hall Meetings and Ward Councils**: Regular meetings between citizens and ward councillors offer platforms for discussing local concerns, prioritizing community needs, and formulating development projects.

– **Awareness Campaigns**: DNCC runs campaigns on health, hygiene, dengue prevention, waste segregation, tree plantation, and other community-focused issues. These initiatives aim to build a more informed and proactive citizen base.

Urban Planning and Smart City Goals

As part of the government’s broader vision to transform Dhaka into a “smart city,” DNCC is undertaking comprehensive urban planning strategies. Key components include:

– **Zoning Regulations and Master Plans**: DNCC collaborates with RAJUK (Capital Development Authority) to align building codes, commercial zoning, and residential planning with the city’s long-term goals.

– **Smart Traffic Management**: Efforts are underway to integrate traffic monitoring systems, intelligent signaling, and CCTV surveillance to reduce congestion and enhance safety.

– **Green Infrastructure Development**: New parks, eco-friendly public spaces, and sustainable drainage systems are being constructed to offset environmental stress caused by urban sprawl.

– **Digital Governance**: DNCC is digitizing administrative processes including permits, approvals, and tax payments, reducing corruption and streamlining workflow.

Education and Health Services

DNCC is responsible for overseeing numerous primary schools and health clinics across its jurisdiction.

– **Educational Initiatives**: DNCC manages several government primary schools, ensuring access to education for underprivileged children. It also offers support for curriculum development, teacher training, and school infrastructure maintenance.

– **Health Services**: DNCC operates maternity centers, clinics, and health outreach programs focusing on vaccinations, maternal care, and public health awareness. The Health Department collaborates with the Ministry of Health and NGOs to address dengue, COVID-19, and other infectious diseases.

– **Mobile Medical Units**: DNCC has introduced mobile healthcare services to reach underserved populations in newly integrated and remote urban areas.

Waste Management and Sanitation

Efficient waste management remains one of DNCC’s most critical responsibilities. The Waste Management Department carries out daily garbage collection and street cleaning, often in partnership with private contractors and community-based organizations.

Key programs include:

– **3R Program (Reduce, Reuse, Recycle)**: Encourages residents to manage waste more sustainably.

– **Solid Waste Management Plan**: DNCC is gradually replacing manual waste collection with mechanized systems, especially in high-density areas.

– **Sanitation Services**: Installation of public toilets and mobile sanitation facilities has improved hygiene in marketplaces and slum areas.

Environmental Protection Initiatives

With Dhaka facing mounting environmental challenges, DNCC has prioritized sustainability through a variety of initiatives:

– **Tree Plantation Programs**: Thousands of trees have been planted along roads, parks, and schools to combat pollution and heat.

– **Waterbody Conservation**: The city corporation works to preserve canals, lakes, and ponds through dredging, waste removal, and fencing efforts.

– **Air and Noise Pollution Monitoring**: DNCC has started monitoring air quality and noise levels, especially in commercial zones and construction sites.

– **Eco-Friendly Public Transport Support**: DNCC supports projects promoting bicycle lanes, pedestrian zones, and electric vehicle adoption.

Disaster Management and Emergency Response

Given Dhaka’s vulnerability to urban flooding, DNCC has a Disaster Management Cell to coordinate relief and response activities.

– **Urban Flood Response**: The Engineering and Drainage Departments work together to clean and expand drains and canals before monsoon seasons.

– **Emergency Hotlines**: DNCC maintains a 24/7 emergency hotline for natural disasters, fire incidents, and health crises.

– **Coordination with Fire Service and Civil Defense**: DNCC partners with national services to ensure rapid mobilization during emergencies.

Revenue Generation and Budget Allocation

DNCC’s financial operations are sustained through a mix of internal revenue generation and government grants.

– **Sources of Revenue**:
– Holding taxes on residential and commercial properties
– Trade licenses and building permits
– Market fees and advertisement taxes
– Rents from DNCC-owned markets and properties

– **Budget Prioritization**:
– Infrastructure development (roads, drainage)
– Waste management
– Health and education
– Administrative costs
– Smart governance and digitization efforts

In recent years, the annual budget has crossed BDT 5,000 crore, reflecting DNCC’s growing responsibilities and project scope.

Key Challenges Facing DNCC

Despite its accomplishments, DNCC faces persistent challenges:

1. **Unplanned Urbanization**: Rapid population growth continues to outpace the development of infrastructure and public services.

2. **Traffic Congestion**: Narrow roads, poor enforcement of traffic laws, and unregulated rickshaw and bus services contribute to gridlock.

3. **Inefficient Waste Disposal**: Despite improvements, parts of the city lack regular garbage collection or proper landfill sites.

4. **Drainage and Waterlogging**: The existing drainage system is insufficient, especially in newly added wards and informal settlements.

5. **Corruption and Bureaucracy**: Transparency and accountability are ongoing concerns, particularly in procurement and project implementation.

Vision for the Future

DNCC envisions a future where the northern part of Dhaka is:

Clean and Green**: With more green spaces, improved sanitation, and sustainable practices.

Digitally Connected**: Where every citizen can access services online, from tax payments to healthcare and education.

Inclusive and Equitable**: Serving both affluent neighborhoods and informal settlements through uniform service delivery.

Resilient and Prepared**: Equipped to handle climate change, disasters, and urban pressures with agility.

To achieve this vision, DNCC continues to collaborate with national ministries, international donors, NGOs, and, most importantly, its citizens.
